Here is an Alphablending dll which wraps around the, 
AlphaBlend function which I believe is not callable
from VB. Included is a VB project demonstrating the use.

You can change the 'amount' of blending by changing the
ByVal AlphaSource As Long value. The demo has it as 50, 
try changing it to see how the blend is increased and 
decreased.
